Box 66 <br />Crystal Bay, MN 55323-0066 <br />Fie: Donald Gronberg Sewer Assessment <br />Dear Honorable Mayor & Orono City Council Members: <br />The purpose of this letter is to make a final proposal regarding <br />the sewer assessment of Mr. Gronberg's lot. Additionally, we <br />will try in good faith to resolve this matter amicably without <br />having to go to court. <br />First, the sewer project improvement regarding the Gronberg's lot <br />is principally for the benefit of Lake Minnetonka and, to that <br />extent, is a public benefit, not a special benefit, and <br />therefore, a substantial portion of the assessment sought ought <br />to be charged to general revenue and shared in generally by all <br />the taxpayers in the city of Orono. <br />Second, I have received a bid tabulation regarding the Stubbs Bay <br />improvements (see Plaintiff's Exhibit A). I have also reviewed <br />Appendix A regarding the total trunk sewer cost estimate (see <br />Plaintiff's Exhibit B). When comparing these two documents, <br />there is a tremendous discrepancy. For example, in Appendix A <br />the cost of lift station 2 is $183,750. On the actual bid sheet, <br />tFie winning bidder's cost is $50,350. Please provide a detailed <br />explanation of this substantial difference (lift station 1 and 2 <br />have similar discrepancies). <br />Third, the City of Orono is in need of an easement from Gronberg. <br />I have had a conference with Mr. Cook regarding the value of this <br />easement. Mr. Cook indicated to me that the value of the <br />casement would be approximately 25i per foot. This seems quite <br />inadequate as Gronberg has a letter dated approximately 20 years <br />ago evidencing the value of similar easements at the same figure, <br />25<;: per foot. There is obviously no allowance for land <br />appreciation over the past 20 years. Thus, a reasonable dollar <br />amount will have to be given to Gronberg before any easement is <br />granted.
