Zoning Pile #1750 <br />September 10, 1992 <br />Page 2 <br />Description of Request <br />The applicants propose the removal of the existing garage within <br />the street yard and the installation of a new detached garage to be <br />placed closer to residence structure. The comprehensive improvement <br />project also includes a family room addition to the southeast side of <br />the residence located out of the 75* setback area and behind the <br />average lakeshore setback line. The garage structure at 612 s.f. in <br />area meets the required 10* side setback. Applicants propose 374 s.f. <br />of a roof structure to be placed over a walkway and patio area to <br />connect detached garage and residence structure. The roof structure <br />meets the required 10' setback from both side lot lines. Per the <br />directives of the lot coverage ordinance the area of the structure has <br />been included in the lot coverage inventory. Note the 50 s.f. of <br />trellis area has been reduced from the total roof structure area. <br />The improvement project will also result in the loss of two large <br />mature oak trees in the street yard. Planning Commission members were <br />asked to consider conditioning approval on a replanting schedule. <br />The application was reviewed at both the July and August meeting <br />of the Planning Commission. At the July Planning Commission meeting <br />members noted concern at the intensification of the lot coverage from <br />14.0 to 23.9%. Members also questioned whether additional hardcover <br />removals could be made to offset the increase in the structural <br />coverage. <br />Commission members concurred with staff that the removal of the <br />large, mature oak trees should require a planting schedule (review <br />Exhibits G and H). <br />The applicants presented an amended proposal at the August <br />meeting of the Planning Commission. The amended plan showed a <br />reduction of 172 s.f. or 2% of hardcover resulting in a total 20% <br />reduction in hardcover within the 75-250' setback area. Lot coverage <br />was reduced from 23.9 to 21.5%. Review Exhibit I, applicants presented <br />a replanting schedule as follows: 1 1/2 to 2" diameter tree. Sunburst <br />Locust or Green/White Ash to be planted in the northwest section of <br />the site plan and a 5-6' Black Hill or Colorado Spruce in the <br />southwest section of the site plan. <br />Review Exhibit E, note eak in drainage. Runoff from the <br />majority of the proposed new imp.ovement shall drain to street side of <br />property and eventually northwest to Casco Cove along Ivy Place. <br />At the August meeting, the Planning Ccmmission accepted the <br />amended plan as far as it related to hardcover removals and the <br />replanting schedule but felt that the lot coverage variance was too <br />excessive and conditioned approval on holding lot coverage to 18%, <br />Applicants would have to exclude either the family room addition or <br />y <br />'i1
