September 10, 1992 <br />To the Orono City Council: <br />I'm writing in response to the ban recently placed on <br />building materials for Cleanup Days. I called Mr. Gerhardson <br />to express my thoughts on the letter he sent to Orono <br />residents dated September 2nd and he suggested I write to the <br />City Council. <br />I understand and agree with the provisions regarding fees for <br />dropping off certain materials since the city does not have <br />funds to support the event through its normal operating <br />budget. However, I would urge you to reconsider the complete <br />ban on all building materials; roofing materials, concrete, <br />even boards. <br />I accumulate some of this material nearly every year from <br />normal home improvement projects as most of my neighbors do. <br />l^'ese days there are very few options available to us to get <br />rid of this stuff. Burning permits are difficult to obtain. <br />To take it to a commercial dump also poses problems. They are <br />frequently too muddy to get through with a car, their hours <br />are inconvenient for working people, they are farther to <br />travel and are expensive for small loads. I believe that even <br />with residents paying their full share for materials dumped <br />at Cleanup Days our charges would be less collectively than <br />individually. <br />I am aware that there have been considerable abuses of <br />cleanup days regarding the dumping of building materials in <br />the past. Last fall when I was there, a fully loaded dump <br />truck was allowed tc dump a whole load and I saw other <br />commercial vehicles with nearly as much material. While <br />complete regulation would be difficult, I believe there <br />should be some restrictions regarding commercial dumpincf, <br />way to do this might be to charge for all dumping but with a <br />graduated fee schedule where large loads would be cha»*ged <br />proportionately more than smaller ones and the number* of <br />loads delivered by any one person or vehicle restricted. <br />One <br />I would appreciate anything you would do for future i. leanup <br />Days to allow building materials to some extent, even with <br />appropriate fees. <br />Sincerely, <br />oj Mju <br />John Hardin <br />1496 Park Drive <br />Mound, Mn. <br />ClTYO*onoNt <br />C: Mr. Gerhardson <br />SEP 111902
