MINNESOTA 55384 • Phone: 471-9051 • ON LAKE MINNETONKA <br />August 7, 1992 <br />Senator Gen Olson <br />6750 County Road 110W <br />Minnetrista, MN 55364 <br />Dear Senator Olson: <br />On behalf of the other Council members, as elected officials, <br />we wish to express our concern with the powers granted by the <br />legislature to appointed officials, specifically the Department <br />of Natural Resources as it pertains to the Shoreland Regulations. <br />We understand the concern of preservation of our precious re <br />sources, especially our lakes. We also understand that many <br />areas of the state have no regulations and these rules are <br />designed to preserve these areas from possible destruction <br />from over development. <br />However, our metropolitan area lakes, especially Lake Minnetonka, <br />have had rules and regulations, promulgated by local e’ected <br />officials for many years, unlike outstate areas. <br />Now, through the authority of the legislature given to appointed <br />people, the DNR is imposing regulations onto all lakes including <br />the Metro Area. These rules were designed for pristine lakes <br />in outstate Minnesota. <br />For many years local elected officials have accepted the res <br />ponsibility for preserving the lakes as well as to develop <br />their cities to be productive, beautiful places to live. The <br />electorate has guided their steps through the democratic process <br />of election. If the people are unhappy the next election tells <br />the story. <br />We don't understand the DNR's attitude that local officials are <br />not capable of legislating adequate controls.
