t,r- <br />K>: <br />-y- <br />I <br />■ f-' <br />¥ <br />MINUTES OF THE REGULAR ORONO COUNCIL MIETING <br />HELD JULY 27, 1992 <br />(*•11) AMENDING THE ASSESSMENT ROLL FOR THE STUBBS BAY SEWER <br />PROJECT - RESOLUTION «3145 <br />It was moved by Butler, seconded by Callahan, to adopt Resolution <br />43145 adopting Stubbs Bay sanitary sewer assessment roll. Ayes 4, <br />nays 0. <br />(««12) ORDINANCE AMENDMENT TO ALLOW AN EXTENDED TIME PERIOD OF <br />HOOKUP TO THE NEW STUBBS BAY SEWER SYSTEM - <br />ORDINANCE 4105, SECOND SERIES <br />It was moved by Jabbour, seconded by Butler, to remove this Item <br />from the consent agenda. Ayes 4, nays 0. <br />Callahan thought that Council had decided that if a connection to <br />the sewer was deemed necessary under the standards of the City, a <br />property would be made to do so. He noted the ordinance proposed <br />allows five years to all properties. <br />Qoetten thought it was decided that if a problem were found with <br />the existing system, the property must be immediately connected to <br />the sewer. <br />Gaffron explained that if each existing system were examined more <br />closely, the City would find up to 95W of the existing trench <br />systems do not meet current standards for separation from mottling, <br />and therefore would be considered as non-conforming. He noted that <br />requiring 16 month connection deadlines for 95X of the Stubbs Bay <br />propertIes was not his impression of Council’s intent at the public <br />hearing. <br />Butler said that if the system is failing to the point that a <br />holding tank is necessary or effluent is discharging, the property <br />must be connected immediately. <br />Callahan felt that the situation in the Stubbs Bay area is a bad <br />situation and the soil is being bothered by this situation. He <br />wants those resiaents to hook up as soon as possibie. <br />Jabbour noted that at the last meeting. Council left the <br />determination of the need to hook up to the sole discretion of <br />staff. <br />Gaffron noted that with the new shore I and regulations adopted, many <br />more systems will be found to be non-conforming. He said when a <br />permit or variance is requested, staff looks at the system for <br />conformance. <br />Callahan thought the Septic Inspector was hired to go house-to- <br />house to inspect existing systems. <br />isaiiN
