MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD JULY 27, 1992 <br />OfiOINANCE #104, SECOND SERIES - CONT. <br />Jabbour reported that at the public hearing, Mr. Ounn stated he <br />felt the City had not researched the issue enough and provided <br />names of contacts. Jabbour said he talked to a Fred Hunt, <br />Consulting Engineer and expert on floating docks, who reported that <br />the styrofoam is the worst possible way of doing anything. Hunt <br />said there are issues that no one has thought about including the <br />danger of using styrofoam around gas and oiI, and ultra-violet rays <br />breaking up the foam faster. Jabbour stated that United Design <br />Association reported that if the styrofoam is to be encased, it <br />should be done with a metai and plastic layer. Neil Ross, President <br />of International Marine Institute, stated that styrofoam is a <br />nation-wide problem. Jabbour said that everyone he talked to was <br />willing to back the City’s position. <br />It was moved by Callahan, seconded by Butler, to adopt Ordinance <br />#104, Second Series, with the following corrections: <br />First page, subdivision 1 - “Docks, platforms, buoys, and <br />other floating structures. . <br />Change “City waters'* to "City limits'*. <br />Subdivision t - "Gasoiine, fumes, ..." delete the word <br />fumes. <br />Subdivision 3, Page 2 - include buoys. <br />Subdivision 3, Paragraph B - "This exception does not <br />include repairing or replacing the existing styrofoam. <br />Ayes 3, nays 0. Qoetten abstained. <br />Goetten felt that they did not have enough time to review the <br />proposed ordinance. <br />Gaffron asked that the Sub-section be changed as that number has <br />already been used. <br />Callahan felt it best fit at the end of the chapter. He added that <br />the marina owners were given an opportunity to discuss the issue <br />at the Lake Use Committee meetings, and they have been a.Wised <br />throughout the entire process. <br />Qoetten asked to review the amended ordinance at the next meeting. <br />: • <br />r..i_ ^
