4. BUILDING HEIGHT <br />The current Zoning Ordinance allows building height for development <br />in its zoning districts of between 30 to 40 feet. The City is <br />requesting flexibility in building height to allow for a maximum of <br />35 feet. Building heights of over 35 feet would be allowed through <br />approval of a shoreland impact plan/conditional use permit and <br />would be required to meet criteria for screening and building <br />appearance. The City requests flexibility so that all zoning <br />districts may retain the existing building height and so that <br />development/ redevelopment can take place in an equitable fashion. <br />CITY EFFORTS TO MANAGE SHORELAND DEVELOPMENTS <br />In light of the City's request for flexibility, the City has <br />adopted the following which promote the quality of the water bodies <br />and enhance the aesthetics from the lake surface. <br />1. The City has adopted the Shoreland Management Plan as an <br />amendment to the Comprehensive Plan which estcdalishes goals <br />and policies to improve the quality of the water and enhance <br />aesthetics. <br />2. The City has developed a Storm Water Management Plan in 1980 <br />to provide the framework for upgrades to the existing systems. <br />The storm water plan has identified systems to better <br />accommodate runoff and also to improve the quality of storm <br />water runoff. The City is currently in the process of <br />implementing many aspects of the storm water plan. <br />3. The City has developed a policy in the Shoreland Management <br />Plan to implement the development capacity transfer. <br />Approvals of flexibility which exceed Shoreland Ordinance <br />requirements shall be monitored by the City of Wayzata. An <br />accounting shall be made to determine the number of dwelling <br />units or cunount of lot coverage for each project and the <br />amount of surplus to be transferred to each project. The <br />reductions to the surplus of 744 residential units on Lake <br />Minnetonka, and 40 units on Gleason Lake, or reductions in the <br />excess lot coverage of 5,701,036 square feet on Lake <br />Minnetonka and 150,767 square feet on Gleason Lake shall be <br />documented so that the City will have a current accounting of <br />the developed density and lot coverage and not exceed the <br />maximum development capacity as has been established in the <br />Inventory of the Plan.
