The 1991 application is considered the initial <br />application, with that for 1992 being a renewal. Staff has <br />drafted the license resolution to be retroactive to the August <br />26, 1991 date of conditional use permit approval. <br />Dlscttssioin <br />The use of Big Island, Inc.'s property for a day use <br />recreation area with occasional overnight camping was the subject <br />of an extensive review in 1991. Resolution No. 3006 was adopted <br />August 26, 1991, granting a conditional use permit for that use. <br />Big Island, Inc. was limited to 15 slips at the shared joint use <br />dock, which requires this Joint Use Dock License. <br />Big Island, Inc. has been granted an LMCD multiple dock <br />license for 14 slips. The application for Orono*s Joint Use Dock <br />License is identical, requesting for this season only 14 of the <br />15 allowed slips. 12 of the 14 slips are located on a three­ <br />fingered dock extending 100* from the shoreline southeast of the <br />existing building. The remaining 2 slips are near the swimming <br />dock area. <br />Orono considers all 14 slips as transient rather than <br />permanent. LMCD is licensing 10 slips as transient and 4 as <br />overnight storage spaces for use by campers. <br />Orono's code does not get into the layout of the docks. <br />LMCD has approved the configuration as proposed. <br />The delay in bringing the application to the Council was <br />related to a confusion in the feeu, which has now been cleared <br />up.
