Special Event License - Fireworks <br />The cominittee received an application from John M. Morrison, <br />2550 Cedar Ridge Road, Wayzata, for a Special Event License for a <br />fireworks display on Saturday. September 26. 1992 as a part of <br />wedding. Tlje fireworks would be discharfeed from a barge in <br />Wayzata Bay. This is a time of the year when there is usually <br />light boat traffic. The fireworks will be operated by Americana <br />Fireworks, a professional organization with which the LMCD is <br />familiar, • • ••iJan eraser, representing Morrison, said the display viii <br />last about 15 minutes. She said the fireworks are to be a sur <br />prise for the guests. <br />Chandler said the Water Patrol is not excited about fire- <br />works displays but he does not see any reason to deny the re <br />quest. <br />Johnstone asked if typically the LMCD approves fireworks for <br />private parties. The executive director explained this has been <br />in the past. There are not many requests, usually one perdone ir <br />year. <br />MOTION: <br />Special <br />Grathwol moved, Reese seconded, to recommend granting a <br />Event License to John M. Morrison, 2550 Cedar Ridge Road. <br />Wayzata, for a fireworks display on September 26. 1992. subject <br />to the stipulations prepared by staff, noting the marker buoys <br />must be placed by 5 p.m. and removed after boat traffic leaves <br />the bay. <br />VOTE: Motion carried, Johnstone voting nay. <br />4. Noise and Air Pollution <br />tee <br />Bay <br />Dick Rank. 409 Lake Street Excelsior, addressed the commit- <br />on the subject of noise and air pollution in the Excelsior <br />area. <br />Air Pollution - Rank said he is a resident of the Bayshore <br />Apartments, adjacent to the City of Excelsior charter boat docks. <br />He said in the past two years he has noted an increase in air <br />pollution OH the Bay and in downtown Excelsior. The major source <br />of pollution is the docked cruise boats leaving their engines <br />running. He suggested all charter boats be required to turn off <br />their engines when they get to the dock. <br />Noise Pollution - Rank said he also notes an increase in <br />boats without mufflers or inadequate mufflers. The boats leaving <br />the Excelsior Park Tavern at night seem to "roar" away, and this <br />makes it difficult for him to sleep. . <br />Chandler responded that the Water Patrol has increased their <br />decibel testing this year. The time of the night mentioned by <br />Rank is a busy time for the Water Patrol as they are concentrat <br />ing on speeders and Boating While Intoxicated incidents. Chan <br />dler said they are finding that many of the boats stopped for a <br />decibel test are meeting the state standard <br />though the deputies may feel they are loud at <br />of 82 <br />t ha t <br />d e c i Ij e 1 s <br />level <br />even
