An integral part of that plan provided that sewered <br />areas of the City be included within the Metropolitan Urban <br />Service Area (hereinafter "MUSA"); and <br />MHBRBASr the CMP identified five specific areas within <br />the rural zones of the City as requiring Alternative Waste <br />_ ^ «1^.110 1. CA JU AVAIVO wa. ------- r ^-----------------. - W 1Nanaoemttnt Studies to review existing sewage disposal problems <br />” . _______^4 VTA AT"AAS Ifi theiild !^.Vtigate One of thele five areas is the <br />long-established Stubbs Bay neighborhood, an area of existing <br />residential development; and <br />WHBRBAS, in 1988 the study entitled Stubbs Bay <br />Alternative Waste Management Study found that extending municipal <br />sewers to the Stubbs Bay area was the only acceptable and/or <br />feasible alternative for long-term waste treatment and disposal <br />in consideration of the options set forth in CMP 6-44; a*^ci <br />WHBRBASv as a result of further review in 1991 and <br />1992, the Orono City Council expanded the Stubbs Bay Sewer <br />Project Area to include the "Cygnet" rural one acre <br />located immediately northeast of the Stubbs Bay area (Map 12, CMP <br />€-42) and the Oxford Road development immediately sou^theast or <br />the originally defined Stubbs Bay area, which abutts the <br />lakeshore of Stubbs Bay; and <br />WHBRBAS, in July 1992, the City filed an amendment with <br />the Metropolitan Council providing for the inclusion of the <br />Stubbs Bay Sewer Project Area within the MUSA; and <br />1IBBRBAS, written notice was sent to surrounding local <br />units of government and other affected jurisdictions requesting <br />written comments by August 10, 1992 but no oral or written <br />comments have been 'received by the City; and <br />WHBRBAS, on July 23, 1992 at a regularly scheduled <br />meeting, the Metropolitan Council approved the Comprehensive Plj** <br />Amendment to Include the Stubbs Bay Sewer Project Area within the <br />MUSA boundary as proposed by the City; and <br />Page 1 of 2 <br />I <br />■J
