A public meeting is open for public <br />viewing for transparency while public business is conducted. <br /> <br />c. Meeting minutes are transparent when actions are easy to find and not hidden within lengthy <br />non-critical text. City Council members are elected by the community to do business on behalf of <br />all residents. City Council meetings exist for the purpose of transparently conducting business <br />transactions. City Council members arrive prepared to vote on matters and these business <br />transactions are preserved with the city's historical records. The meetings are open to the public for <br />observation only (transparency) and the public may not participate in the meeting or disrupt in any <br />way. <br /> <br />d. Meeting minute information from the Minnesota Mayors Handbook: <br /> <br /> Meeting minutes <br /> A statutory city clerk must keep a minute book of all city council meetings. Generally, the <br />clerk has wide discretion as to how to keep the minutes. A verbatim record of everything that was <br />said is not normally required.
