Date: April 8, 2024 Item: 11 <br />Presenter: Laura Oakden, Community Development Director <br />Section: Consent Agenda <br /> <br />Title: LA24-000013, City Code Text Amendments, Chapters 54, 78, and 94 - <br />Ordinance Nos. 302, 303 and 304, Third Series <br /> <br /> <br />1.Purpose: <br />Review and adopt City-proposed ordinance amendments and updates consisting of housekeeping <br />edits, language changes, and clarification of existing code language involving Chapters 54 (Solid <br />Waste), 78 (Zoning), and 94 (Waterways). <br />2.Background: <br />Recodification is a process that includes a thorough and full legal review of the city’s municipal <br />code to ensure that all provisions are comprehensive, lawful, and enforceable. It is recommended <br />that a legal review of the municipal code be conducted every 10-15 years to address the needs of <br />the city's stakeholders. The city code was last republished in 2003. In 2022, the city initiated the <br />current recodification project of the city code. To begin this process, Municode (the city’s code <br />publication vendor) completed an initial chapter-by-chapter review. Orono staff took the results of <br />the Municode review and, over the past 18 months, conducted our own chapter-by-chapter review <br />of the code to identify areas requiring updates.
