Date: April 8, 2024 Item: 10 <br />Presenter: Laura Oakden, Community Development Director <br />Section: Consent Agenda <br /> <br />Title: Big Island Dock Rental License and Contract Amendment <br /> <br /> <br />1.Purpose: <br />To approve the dock rental license and amend the existing contract. <br />2.Background: <br />In 2021, the City Council established a dock licensing program where non-lakeshore property <br />owners on Big Island could apply to use a dock placed by the City of Orono for access to their <br />property. The first dock license for this program was issued in April of 2022. Joe Thull has once <br />again applied for the dock space and submitted the application before April 15th giving them <br />priority for the dock license. <br /> <br />The agreement outlines the terms of use for the rental space on the dock. Staff is proposing to <br />amend the agreement to allow staff discretion for dock removal at the end of the season and dock <br />length. Over the past few years since putting this program into operation outside factors including <br />the low water levels of the lake, winter weather conditions and the scheduling of the dock <br />contractor. These factors have made it challenging to keep the dock in the water until November <br />1st and for staff to access the island from the dock due to the current 24' length limitation with the <br />low water levels. The agreement still outlines the intent of keeping the dock in until November 1st <br />of the boating season but newly added language will give staff the flexibility on the exact date of <br />dock removal if these challenging circumstances were to happen. Additionally, staff has removed <br />the dock length limitation and it will be at staff's discretion to install an adequate length dock with <br />the intent being that this dock only serves one rental space and for staff accessibility. <br />3.Staff Recommendation: <br />Staff is recommended the City Council to approve the Big Island Dock Rental License for Joe <br />Thull and adopted the amendments to the contract included in the packet. <br />AGENDA ITEM <br /> <br /> <br /> <br /> <br /> <br />COUNCIL ACTION REQUESTED <br />Motion to approve the Big Island Dock Rental License for Joe Thull and adopted the amendments to the <br />contract included in the packet. <br />Exhibits <br />A.
