Date: April 8, 2024 Item: 4 <br />Presenter: Correy Farniok, Police Chief <br />Section: Consent Agenda <br /> <br />Title: Grant for Traffic Safety Vehicle - Resolution 7461 <br /> <br /> <br />1.Background: <br />The Minnesota Department of Public Safety(DPS), Office of Traffic Safety (OTS) has a mandate <br />to promote the safety of those who use public roadways. The National Highway Traffic Safety <br />Administration (NHTSA) provides federal funding to the DPS-OTS to design and implement <br />Minnesota’s highway safety program to reduce traffic crashes and the deaths, injuries, and <br />property damage resulting from those crashes to fulfill this mandate. The DPS-OTS and NHTSA <br />seek to support a traffic safety program <br /> • to prevent injuries and deaths resulting from motor vehicles being driven in excess of posted <br />speed limits, <br />• to encourage the proper use of occupant protection devices (including the use of safety belts and <br />child restraint systems) by occupants of motor vehicles, <br />• to prevent injuries and deaths resulting from persons driving motor vehicles while impaired by <br />alcohol or a controlled substance, <br />• to prevent crashes and reduce injuries and deaths resulting from crashes involving motor vehicles <br />and motorcycles, <br />• to prevent injuries and deaths resulting from crashes involving school buses, <br />• to prevent crashes resulting from unsafe driving behavior (including aggressive or fatigued <br />driving and distracted driving arising from the use of electronic devices in vehicles), <br />• to improve law enforcement services in motor vehicle crash prevention, traffic supervision, and <br />postcrash procedures, <br />• to increase driver awareness of commercial motor vehicles to prevent crashes and reduce injuries <br />and fatalities <br />, • to improve driver performance through <br />• driver education, <br />• driver testing to determine proficiency to operate motor vehicles, and <br />• driver examinations (physical, mental, and driver licensing), <br />• to improve pedestrian performance and bicycle safety, and <br />• to provide for <br />• an effective record system of crashes (including resulting injuries and deaths), <br />• crash investigations to determine the probable causes of crashes, injuries, and deaths, <br />• vehicle registration, operation, and inspection, and <br />• emergency services. <br /> <br />The DPS-OTS awarded a grant to the Orono Police Department to purchase a vehicle to be used to <br />conduct enhanced enforcement. Requirements of the grand includes the purchase of a vehicle <br />with a higher vantage point and must be used to support traffic safety enforcement program. The <br />vehicle can be used any time during the year, but should be used during high visibility events that <br />we participate in as a partner in the Toward Zero Death (TZD) enhanced enforcement events. <br /> <br />AGENDA ITEM <br /> <br /> <br />40
