Date: April 8, 2024 Item: 13 <br />Presenter: Melanie Curtis, Planner <br />Section: Consent Agenda <br /> <br />Title: LA24-000011, Robey Construction o/b/o Steve Streich, 1487 Shoreline Dr, <br />Variances - Resolution No. 7464 <br /> <br /> <br />1.Purpose: <br />The purpose of this application is to review variances in order to construct a 75-square foot, <br />cantilevered addition on the lake side of the home. <br />2.MN§15.99 Application Deadline: <br />The application was received on February 21, 2024, and considered to be complete on February <br />27, 2024. Therefore, the 60-day review period will end on April 27, 2024. <br />3.Background: <br />To support a proposed 75 square foot addition to the lake side of the home, the applicant requests <br />variances to expand the building footprint within the 75-foot lake setback and average lakeshore <br />setback; a variance to make a change to the hardcover within the 75-foot setback is also requested. <br />The triangular-shaped main-level addition will be cantilevered over the ground. The home is <br />situated within the 75-foot setback and partially within the average lakeshore setback, at its closest <br />point it is 24 feet away from the lake. The proposed addition will be 33.8 feet from the lake and <br />will extend the line of the lake-facing wall of the home, filling in a nearly 15-foot gap. It will not <br />be visible from the neighboring homes. The proposal will reduce overall hardcover on the property <br />by 646 square feet resulting in 26.3% hardcover where 28.2% currently exists. <br />4.Planning Commission Vote and Comment: <br />The Planning Commission held a public hearing and reviewed the application at their March 18, <br />2024 meeting. The draft Minutes from this meeting are attached as Exhibit D. After discussion, the <br />Planning Commission voted 4 to 0 on a motion to recommend approval of the requested <br />variances. <br />5.Public Comment: <br />Supportive comments from the adjacent property owners were submitted; comments are attached <br />as Exhibit C. <br />6.Staff Recommendation: <br />Regarding practical difficulty, Staff finds that the proximity of the home to the lake prevents any <br />structural or massing modification. The proposed changes appear to resolve the issues with roof <br />drainage.
