A public hearing was held by the Planning Commission on <br />July 20th, and a number of members of the public cononented, including <br />two marina operators. (A copy of the draft minutes of that hearing <br />are attached). <br />Zaitial Draft <br />The ordinance draft reviewed by the Planning Commission is <br />attached to the July 15th memo. The specifics of that draft included: <br />- identification of floating styrofoam beads as a visual <br />nuisance <br />- definition of "non-encased styrofoam" <br />- application to both private and commercial docks <br />- three year phase-out of existing unprotected styrofoam <br />- okay to use other homogenous foams <br />- allowed use of encased beads in bulk <br />Dublic/Agency <br />The LMCD on July 11th suggested that the styrofoam ban pertain to <br />al~ structures placed in the lake, not just docks. LMCD further <br />suggested elimination of the staged phase-out, employing a single <br />deadline date for styrofoam removal. <br />Beth Whittaker of Minnetonka Boat Works and Jim Dunn of Lakeside <br />Marina both commented that the expense of replacement of their entire <br />dock system would make the proposed three year phase-out quite <br />burdensome• Their additional comments included: <br />- Both have relatively new foam supported docks approximately <br />t'-’o years old, with an expected ten year life span for such <br />docks. <br />- Dunn suggested we contact Prof. Warmley at UW-Madison who is <br />an expert on marina construction and management. <br />... ....
