The proper sequence of events <br />in obtaining approval for a sewer project is the approval of a <br />Comprehensive Plan Amendment by the Metropolitan Council, then <br />efter Met Council approval the MWCC and MPCA review and approve <br />the project. Orono has historically not followed this sequence. <br />The Comprehensive Plan Amendment has been submitted after the <br />oower project has been completed. This has never held up <br />approval of the sewer project. <br />Met Council staff have indicated the Comprehensive Plan <br />Amendment must be approved at least at a staff level before the <br />sewer project can move ahead. The PCA and MWCC have Indicated <br />they will not approve a permit for the project until Met Council <br />staff indicates a* proval of the Comprehensive Plan Amendment. <br />City staff have submitted the information required for the Met <br />Council staff to review the Comprehensive Plan Amenument. Met <br />Council staff have indicated it may be possible to determine a <br />recommendation concerning the Comprehensive Plan Amendment by <br />July 17. City staff have encouraged Met Council staff to respond <br />as quickly as possible. <br />If the sewer project proceeds upon approval by Mot Council <br />Staff, there is still a risk that the Metropolitan Council itself <br />will not approve the Comprehensive Plan Amendment, hue to the <br />clear need for the project and environmental impacts of not <br />proceeding with the project, it is staff’s recommendation that <br />the project should proceed upon approval by the Met Council <br />staff. <br />Isv
