The proposal would place the assessment at $11,400 per <br />unit. The proposal has been accepted by all but one of the <br />property owners in the area. Staff had most recently Indicated <br />an assessment of $11,700 would be acceptable. <br />Council now needs to determine whether to settle at the <br />$11,400 amount. The $11,700 amount is 62% of the total cost per <br />unit. The $11,400 amount is 60.4% of the total cost per unit. <br />The additional City cost would be $9,000. <br />Although the proposal is lower than staff had indicated it <br />needed to be, the additional cost to the City is relatively small <br />in terms of the total project cost. In addition, the proposal <br />will settle the issue with ail but one of the property owners. <br />The $100,000 legal contingency amount would still have <br />$20,000 remaining if the City accepted all current proposals as <br />followss <br />Project Area Current Assessment Proposed Assessment <br />Bayside North <br />Bederwood <br />Oxford <br />Cygnet & Leaf <br />$11,585 <br />12.990 <br />14.990 <br />12,995 <br />$11,000 <br />11.500 <br />13.500 <br />11,400 <br />In addition to the legal contingency amount, the project <br />budget also includes $35,000 for easment acquisition and $40,000 <br />for legal expenses. <br />Based on the foregoing discussion, it is staff's <br />recosunendation that the Cygnet and Leaf proposal be accepted. <br />This would leave 9 outstanding appeals: 4 in the base project <br />area, 2 in the Bederwood area, 1 in the Bayside North area, and 2 <br />in the Cygnet and Leaf area (1 is Gronberg's appeal of the 100% <br />assessment on his vacant lot). <br />’.r i'il.A. <br />.J <br />•r
