The forum will explain the poiicv changes and d.scuss how ^al governmental unis <br />should irjcocporate the new policies in their planning and zoning. A nc’tice inv'!U''a Icxal planning <br />staff and consultants to attend the forum has been mailed Along with the piartmr.’ forum nonce, <br />the (Council will send a copy of the i.e.v rural scn-tcc area poncies to r! local gvwernments n the <br />rural service policy area A second p'lannmg torum will be ^eid somei.’'e in May. and wiu .uldress <br />specific options for cluster development m the rur.i! area. <br />ISSUES <br />The purpose of this memo is to explain the following: <br />L How will the Council review plan amendments from rural service area governmental units <br />until metropolitan system policy plans are a.mended to reflect the new rural poiicv.’ <br />‘Ahat ' zsholds or criteria will the Council use to require a local government to modify a <br />plan amendment that is not consistent with the new rural service area policy ’ <br />NEW RURAL AREA POLICIES SUMNLKRY <br />The new policy continues to uphold the basic rural density policy of one unit per 10 acres. <br />However, many of the policy changes provide more options for local governments to use in their <br />planning. There are two major changes that will affect how the Council reviews local plan <br />amemlments as they concern the rural area policy and metropolitan sv-stem plans. <br />The first significant change is that the policy states that the Council may require communities to <br />modify plarts that are inconsistent with the new policies: <br />The cumulative negative impacts of development that is inconsistent v.ith the Councils <br />rural area policies may have a substantial impact on or constitute a substantial departure <br />from metropolitan transportation and wastewater treatment systems plans. Therefore, the <br />Council may require communities to modify comprehensive plans that are inconsistert <br />with the [rural area) policies. <br />adki
