HALLIN, CITY CLERK, CITY OF ORONO. <br />PLEASE TAKE NOTICE that the appellants, Al and Beatrice <br />Balgaard, hereby appeal to the above-named Dist *ict Court from <br />the special assessment adopted by the City Council of the City of <br />Orono on May 18, 1992, in connection with the Stubbs Bay Sewer <br />Project. This appeal is from the assessment in the amount of <br />$12,990.00, more or less, against the following described land <br />owned by the appellant: <br />3560 Bayside Road <br />PID# 05-117-23-13-0017. <br />The nature of the appellants' claim is, and the grounds for <br />this.appeal are, that the subject property will not receive a <br />special benefit from the improvement being constructed; that the <br />amount of the assessment is greatly disproportionate to any <br />resulting increase in the market value of the land; that the <br /># <br />proportionate distribution of the improvement's costs among <br />property owners is unequal, illegal, and unfair; that the <br />assessment procedure was illegal, improper, unfair, and <br />iii'i^egular; and that the assessement is unfair, unreasonable, <br />iPl# <br />ysjf'">?/••'w^mrn.-.' <br />»?VU A <br />4 <br />i <br />it
