The Boat Works has installed the new docks that <br />were approved in 1989. Windward is currently working on <br />final planning for the new replacement building on the <br />Tanager Lake side which was approved as a phased <br />development. <br />- We have been made aware that t *ere is a residential <br />property just east of Maxwell Bay Marina which was renting <br />out slips in 1989. We will be checking this out, since that <br />property would not appear to be within the current B~2 zone <br />nor have a City Marina License. <br />There are no other apparent land use changes since our last <br />license review which occurred in 1988, apart from those you have <br />specifically approved through commercial site plan reviews. <br />In discussion with the LMCD, we have learned the following: <br />- They also have heard nothing from Crystal Bev <br />Service. <br />- They are working <br />Maxwell Bay Marina. <br />on license/ownership change for <br />- Their policy for partial licensing is "all or none"; <br />_ A AS # a%._ _i.e. they won’t consider just licensing the usable <br />slips. <br />Issues that need some discussion include: <br />1. Does the City Council intend that marinas license aJLl of <br />the slips that they have historically licensed, regardless <br />of the availability of those slips? Will non-licensed slips <br />in 1990 be grandfathered for future years? Remember <br />our marina license fee structure has historically been based <br />on numbers of slips, even though we haven ’t exerted any <br />authority over those slips. <br />2. Given the fact that some of the marinas appear to be in <br />financial trouble, does the Council wish to waive any <br />portion of fees? <br />3. Does the Council wish to formally authorize and appoint <br />a marina committee? <br />bmm.- <br />4. What would be the responsibilities and the authority of <br />that committee? <br />■.'i <br />mm.
