Agencies that own or control land in shoreland zones are <br />to establish criteria to manage runoff consistent with <br />509 Plan and DNR standards. Lead agencies -- MCWD, DNR <br />and HCD; target date Jan. '94; <br />DISCUSSION. Barten and McDowell reported Hennepin Parks <br />is developing a water quality management plan to protect <br />the shoreland through Barten's efforts. Present goal is <br />to maintain existing runoff quantity and nutrient loading <br />base equal to what the area experienced before park <br />development. Pre-development nutrient loading <br />measurements are taken, and then mitigation efforts set. <br />There are ten lakes within the Hennepin Park system. <br />Blake reported for Minnetrista that its shoreland <br />ordinance has been effectively serving this requirement <br />over the years. Rye advised Wayzata believes it has <br />verbal agreement with DNR on its shoreland ordinance <br />plans, the final plan to go to its Planning commission in <br />June with Couicil review to follow in June. Hurr <br />reported Orono has submitted its plan to DNR with only <br />minor flexibility requested having a rural setting <br />similar to Minnetrista. More flexibility from the DNR <br />standards is expected to be requested by the more <br />commercially oriented cities such as Spring Park, Mound, <br />Excelsior and Wayzata. <br />8. Complete, adopt local water management plans consistent <br />with MCWD'a 509 Plan. Lead agencies -- cities, MCWD; <br />target date -- Jan. '94; <br />DISCUSSION. This item was discussed under item 3. <br />LITTER CONTROL, STYROFOAM DOCKS. A current problem with two <br />multiple dock marinas has prompted the City of Orono to <br />consider its own ordinance to regulate use of styrofoam <br />docks. PCA Identifies the fragmentation as litter rather <br />than a water pollutant. LMCD has been monitoring the dock <br />conditions in Orono, and welcomes Orono's initiative on the <br />ordinance preparation. <br />ETHYLENE GLYCOL. Antifreeze used in winterizing boat motors <br />is typically run out in the lake upon return to the water. <br />PCA believes the quantity compared to lake water volume as <br />not being a pollution hazard.
