Zoning File #1734 June 4, 1992 Page 6Additional ExhibitP -- Hennepin County Report Dated 5/26/92Additional Comments and Planning Commission RecommendationThe Planning Commission questioned staff as to the use of a <br />special lot combination as far as area credit was concerned. Members <br />questioned whether the special lot combination had ever been used for <br />the creation of a new lot. Staff recalled that the first time the <br />special lot combination was ever used was in the major rezoning of the <br />Windward Marine property and the redefining of commercial and <br />residential properties on east and west side of County Road 15 and <br />with another involving subdivisions within the Stubbs Bay area. <br />Staff acknowledges that this was the first time it has been used in <br />the 5 acre zoning district. <br />Members concurred with the staff's recommendation that no <br />construction be allowed on the Outlot A because of the inability to <br />achieve access for emergency vehicles. Outlot A shall be retained <br />merely for open space/area credit. <br />Applicant reaffirmed for Planning Commission members that access <br />was being formalized by his attorney and would be finalized prior to <br />final plat approval. <br />Staff also advised of the on-site septic manager's concern that <br />the alternate septic site for Lot 1 be staked with snow fencing prior <br />to any construction on the property. <br />The Park Commission reviewed the subdivision at their June 2nd <br />meeting and recommended obtaining a bike easement over 10' wide <br />drainage and utility easement adjacent to County Road 04 and payment <br />of cash in lieu of land dedication. <br />The Planning Commisson recommended unanimous approval of John <br />Burger's two lot subdivision per the findings and conditions set forth <br />in the staff memo noted above. The enclosed approval resolution has <br />been drafted per the Planning Commission's recommendation.
