41 <br />• <br />• <br />• <br />RESOLUTION #690 <br />A RESOLUTION ADOPTING ALTERNATE A AS <br />SUBMITTED BY THE 14ETROPOLITAN WASTE CONTROL COMMISSION <br />BE IT RESOLVED BY THE CITY OF ORONO THAT: <br />WHEREAS, the Metropolitan Council has a statutory duty <br />to remove existing treatment plants from discharge into Lake <br />Minnetonka and to connect them to the Metropolitan Disposal System, <br />and <br />WHEREAS, the public health, safety and welfare require <br />the placing of those plants on the Metropolitan Disposal System <br />at the earliest possible time, and <br />WHEREAS, it is the statutory responsibility and duty <br />of the City of Orono to determine the necessity and financial <br />capacity of the City of Orono to undertake the construction of <br />trunk and lateral sewers within its boundaries, pursuant to a <br />sewer plan approved by the Metropolitan Council, and <br />WHEREAS, the design, location, and construction of the <br />Orono -Long Lake Interceptor can cause serious environmental problems. <br />NOW, THEREFORE, BE IT RESOLVED THAT: <br />1. The City of Orono approves Alternate A as proposed <br />and submitted by the Metropolitan Waste Control Commission <br />and attached hereto. <br />2. That the Metropolitan Council and the Metropolitan <br />Waste Control Commission recognizes the statutory duty <br />and responsibility of the City of Orono to balance the <br />many complex factors that comprise a decision to construct <br />a local trunk or lateral sewer system, including public <br />need, financial ability, desires to the residents, effect <br />on development, and other factors that effect urban growth <br />within the City of Orono.. <br />3. That the above approval is conditioned on the appropriate <br />environmental protection measures being taken in the design, <br />location and construction of these interceptors. <br />
