MN 57l0l lhj4 <br />rr <br />612 291-6359 F\S 612 291-6550 TTY 612 291-0904 <br />February 10,1992 :FE3 12 13^2 <br />RE:New Rural Area Poildea and Invitation to a Planning Forum <br />Dear Local Government Official or Staffperson: <br />On December 5.1991, the Metropolitan Council amended the Metropolitan Development apd <br />inuMtnwnt Framework (MDIR to Include new policies for the general rural use area of the region. <br />Thegenertf rurii um area of the region is located outside the metropolitan urban service area <br />(MUSA) and to not designated tor commercial agriculture. A copy of the new policies is enclosed <br />with this letter. <br />The new polidee continue to uphold the Council’s basic rural density standard of no more than <br />one dwelling unit per 10 acres. However, the land area for calculating density has changed f^ <br />40 acres (maximum of tour units) to up to 640 acres (a maximum of 64 units). The now polidw <br />do not specWy a minimum lot size. Instead, minimum lot size should be determined by <br />performance standards. Many of the other policy changes (such as allowing clustered <br />development) are designed to provide more options for local governments to tailor the regional <br />policy to fit unique conditions In their communities. <br />Vu <br />Ci <br />S3 <br />c« <br />N <br />5 <br />The Council will hold a PLANNING FORUM on THURSDAY, FEBRUARY 27, from 9 to 11 a.m. <br />in the Council Chambers (first floor. Mears Park Centre Building).I? <br />The program wfil include the following items: a summary description of the riew policies, an <br />explanation of how the rural area policies are related to policies in the Council’s metropolitan <br />systems plans, an explanation of how the new policies may result in amendments to local <br />comprehensive plans, and plenty of time tor questions and answers on each topic, <br />The Council wIM hold a second planning forum on rural area policy sometime in May. That forum <br />win *f*. In more detail, examples of rural development options (such as clustering) under the <br />new policy.
