ter <br />r-ix <br />ii.’ <br />mr^ Vm- <br />^'4Nir';v ■ <br />AMENDMENTS TO THE METROPOLITAN DEVELOPMENT AND <br />INVESTMENT FRAMEWORK (MDIF) <br />INTRODUCTION <br />On the pages that follow arc amendments to the Metropolitan Development and Investment <br />FmmewoHc (MDDF) that were adopted by the Metropolitan Council on December 5, 1991. The <br />amendments affect three sections of the MDIF. New language is indicated by underlining. <br />Language that was deleted from the MDIF is stricken (striokea). <br />Pages 1-9 of the amendments modify pages 22-25 of the MDIF, beginning with the section titled <br />"Rural Service Area." This is part of the Geographic Policy Areas section of the MDIF, and <br />contains the policy statements. <br />Pages 10-14 are modifications to pages 33-35 of the MDIF section titled "Planning and <br />Investment Procedures: the Council and Metropolitan Systems." This section gives direction for <br />fiiture revisions of other chapters of the Metropolitan Development Guides in this case, the <br />Wastewater Treatment and Handling Policy Plan and the Transportation Policy Plan. <br />A small change was also made to the section on parks which relates to the rural area. This <br />change is being made now in order to incorporate policy direction from the recently adopted <br />Regional Recreation Open Space Development GuidelPolicy Plan. It is consistent with discussi( <br />of urban-generated uses, held in connection with the rural policy study. <br />Pages 15-16 are two new appendices to the MDIF. The first is "Criteria for Council Approval of <br />Local Plans That Arc Inconsistent With MDIF Rural Area Policies." The second is "Land Uses <br />in the Rural Area."
