'■'f?V.v <br />4:.''I <br />■'- S <br />hi'' " <br />’ii-:.' <br />k <br />■^~-m- <br />m <br />Strategy D of policy 12 states that; <br />The Council will approve expansion of the urban service area... only when the state and/or <br />the appropriate local unit of government demonstrate that adequate highway <br />improvements will be provided when needed to avoid exceeding the capacity of the <br />affected m^ropolitan highway. <br />Strategy E of policy 12 states that "transportation facilities should be planned, designed and <br />operated to function in a manner compatible with adjacent land use... . <br />The Council could use policy 12 to require a plan modification in order to avoid a potential <br />system impact, if the plan allowed development densities that would be inconsistent with the new <br />rural policy. <br />CONCLUSIONS <br />Staff recommends that the Council use the following approaches for reviewing local <br />comprehensive plan amendments under the new rural area policies: <br />The changes in MDIF rural area policy do not mean that the Council may require all <br />communities to update their plans to address the new rural area policies. However, <br />communities may amend their plans if they wish to take advantage of some of the new <br />policy options. Until the systems plans arc revised to reflect the new policies (L93 or <br />thereafter), the decision to amend plans will be at the discretion of the local governments. <br />This means that it will take several years before all communities adopt plans that comply <br />with the new policies. <br />In the period before the system plans are revised to reflect the new policies, the Council <br />will -i^iew all major plan amendments to determine whether or not they may constitute a <br />substantial impact on or departure from the currently adopted metropolian systems plans. <br />If the Council uses its authority under the MLPA to require plan m<^'^.iications in such <br />cases^ this action may accelerate local compliance with the new ^^olicies and ultimately <br />would discourage additional development that is in conflict with the policies. <br />After the metropolitan systems plans are revised, the Council will issue s^tems statements <br />that will require local governments to amend their comprehensive plans if they are <br />inconsistent Language will be added to the systems plans to reflect the rural area policies <br />and to clearly indicate the criteria for determining whether or not a substantial impact or <br />substantial departure may exist. <br />■ ■ '4;.r- <br />.1 <br />. i <br />* <br />< <br />■4 <br />,3 <br />1 <br />.4 <br />__^
