The neighboring properties to the north and south determine the <br />average lakeshore setback. The average lakeshore setback line is extreme and eliminates a building <br />envelope due to the neighboring homes being substantially setback from the lake. The property to the <br />north is a flag lot with the home set back approximately 560 feet from Lydiard Lake. The home to the <br />south is approximately 375 feet from Lake Lydiard. The Planning Commission shall consider recommending approval for variances from the literal <br />25
