This rate of pa^^ticipation has <br />been sufficient to limit the number of ai^peals from the base <br />project area to a very small percentage. Othe'* are&s believe the <br />assessments are too high. Three alternatives available to the <br />Council concerning those areas are as follows: <br />1* Adopt the proposed assessments and deal with the appeals. <br />2. Exclude these areas from the project. <br />3, Consider reducing assessments to a more acceptable level. <br />TL.i Council has indicated that the project c:ost includes a <br />$100,000 contingency amount that could be used to reduce <br />assessments if the City's legal fees rexated to easements and <br />appeals are limited. If this entire amount were available, it <br />could be used to reduce assessments by approximately $700 per <br />unit.
