The proposal of the organized appeal group. The proposal <br />submitted by the attorney representing Cygnet, Leaf, Oxford, <br />Bederwood and Bayside North involves two main points: <br />A, All assessments be reduced tc the $8,840.00 level. <br />B. No time limit for connection to the new system. <br />Staff has indicated that if the City decides to add some <br />flexibility to the connection time limit, it would have to be <br />within a set of clear parameters. Also, this flexibility would <br />not include non-conforming systems. The Council has received a <br />memo ftom Mike Gaffron setting out some possible parameters <br />concerning a connection schedule. <br />Although the general level of assessments for these areas is <br />relatively high, the assessments do reflect a substantial <br />reduction from the actual cost of the project. <br />Bederwood <br />Bayside Nort <br />Oxford <br />Cygnet & Leaf <br />Actual Cost <br />nr,"55i3 Assessment <br />$12,9^0 <br />16,550 <br />23,360 <br />18,880 <br />11,585 <br />14,990 <br />12,995 <br />$ Diff. <br />^6,5^6 <br />4,965 <br />8,370 <br />5,885 <br />% Diff. <br />3376 <br />30.0 <br />35.8 <br />31.2 <br />A reduction to the $8,840 assessment level would require the <br />City to fund well over 50% of the cost for all appealing areas <br />except Bayside North, for which the City's share would be 46.6%. <br />It may be argued that the total project costs should be <br />assessed equally over all project properties since all are <br />receiving the same sewer service. Staff believes the most fair <br />and equitable method of assessment is to charge individual areas <br />those costs directly related to providing them with sewer <br />••J^vice, i.e. laterals, and to share the costs related to <br />bringing the sewer to the area, i.e. trunk. In addition, a <br />number of items specific to certain areas but beyond lateral <br />costa are included in the trunk charge so that they are shared <br />across the entire project area.
