-':A l <br />BENSFIT OF SBWER PROJECT <br />Staff has worked with a number of consultants to determine <br />whether the costs of this project can be justified based on the <br />benefits provided. The conclusion reached was that the project <br />costs do generally reflect the level of benefit provided by the <br />project. The level of benefit is related to the increased value <br />provided to the property. The increased value is related to a <br />number of items. <br />A. Eliminates the need for holding tanks. Currently <br />17 properties would be forced cnto holding tanks in the <br />absence of a sewer project. 78 of the 127 existing <br />residences would be forced onto holding tanks at the <br />time their current septic system failed. <br />B. In addition to the increased value related to A i <br />Br the saleability of a home is significantly improved <br />with sewer versus a septic system. <br />D. Eliminates unplanned septic problems. <br />E. Eliminates septic capacity as a restriction on the <br />expansion of the number of bedrooms. <br />Although the project costs generally reflect the benefit to the <br />properties the proposed assessment amounts reflect a 30% cost <br />participation by the City. The City Council has made this <br />decision for several reasons. <br />1. <br />m. <br />.^•*4 <br />The State Statute governing special assessments <br />can make it difficult to demonstrate the <br />relationship between cost and benefits. <br />2.The Ci'y as a whole does gain significant <br />environmental benefits from the replacement of <br />septic systems with sewer. <br />3. <br />? i '. y <br />F <br />: VA <br />The City Council chose to use City funds to reduce <br />the assessments to a more acceptable level rather <br />than using those same funds to pay the legal and <br />appraisal fees involved in responding to <br />assessment appeals. <br />y.i'0 <br />W'-' <br />—-
