At the <br />time of the variance review, Mr. Pansier was advised of the need to <br />file a separate conditional use permit for the proposed non-rental <br />guest apartment in the lower level of the structure-. Review Exhibits <br />E and F. There are three accesses to the apartment. The principal <br />access is via the principal structure either from the main entrance on <br />the first floor level or via an access stairs from the garage. A <br />patio door at the east provides a secondary access at grade level. <br />There is adequate parking area on this 7 plus acre dry buildable <br />property. In your review of the variance application, the septic <br />design was reviewed by the on site manager and confirms adequate area <br />for septic treatment facility for a five bedroom home. The <br />conditional use permit would be conditioned on the apartment not being <br />metered separately from the principal residence nor shall the City <br />assign a separate street address. <br />Staff RecoHooendation <br />To approve the guest house conditional use permit for Davis <br />Pansier for the property locatea at 4180 Bayside Road finding all <br />standards of the conditional use permit for guest house have been <br />satisfied.
