(date), the council shall establish criteria, after <br />soliciting comments and suggestions from potentially affected <br />local goverrunent units, for determining when a comprehensive <br />local plan or plan amendment will have a substantial impact on <br />or svbatnntiallv depart from metropolitan system plans. The <br />criteria may not be limited to a metropolitan facility's <br />capacityr but must also address whether a proposed plan or plan <br />amendment will have a substantial impact on or substantially <br />depart from metropolitan system plans, as that phrase is used in <br />section 473.852, subdivision 8. <br />Sec. 3. Minnesota Statutes 1990, section 473.865, <br />subdivision 1, is amended to read: <br />Subdivision 1. Each local governmental unit shall adopt <br />official controls as described in its adopted comprehensive plan <br />and shall submit copies of the official controls to the council <br />within 30 days following adoption thereof, for information <br />purposes only. The official controls adopted shall implement <br />the purpose, objectives, and policies of the comprehensive <br />plan. Zoning ordinances and subdivision regulations must not <br />allow land use and development that will effectively prevent the <br />planned land use as designated within specific areas of the <br />comprehensive plan. The determination of the timing of the <br />implementation of the comprehensive plan shall be at the sole <br />discretion of the governing body'. <br />Sec. 4. Minnesota Statutes 1990, section 473.858, <br />subdivision 1, is amended to read: <br />Subdivision 1. Within three years following the receipt of <br />the metropolitan system statement, every local governmental unit <br />shall have prepared a comprehensive plan in accordance with <br />sections 462.353, subdivision 4, 473.175, and 473.051 to 473.871 <br />and the applicable planning statute and shall have submitted the <br />t ^ /t
