Roffman, Ph.D. <br />AWD Technologies, Inc. <br />Pittsburgh, Pennsylvania <br />ABSTRACT <br />A Health Risk Assessment (HRA) was conducted for the <br />proposed joint Hennepin County/Municipal Services Corporation <br />(MSC) MSW Ash Utilization Demonstration Project, in which <br />combined HERC ash was shipped to the MSC Pilot Plan near Atlanta, <br />Georgia and used in the production of a synthetic aggregate. The <br />synthetic aggregate, or TAP, will serve as a partial replacement <br />for natural aggregates in a section of bituminous pavement that <br />is proposed to be constructed on Pioneer Trail in the City of <br />Corcoran in the spring of 1992. <br />The assessment compares the following three scenarios; <br />A section of roadway paved using the MSC synthetic aggregate <br />product (TAP) as a replacement for 30 percent of the natural <br />aggregates used in bituminous pavement. <br />A section of regular bituminous (asphalt) pavement. <br />A section of unpaved road currently in place at the site. <br />A number of exposure routes were evaluated using acceptable <br />U.S. EPA computer models and some very conservative assumptions. <br />The evaluated exposure routes were; <br />Inhalation of fine particulate roadway materials. <br />Ingestion of groundwater, surface water runoff, and soils <br />contaminated by roadway particles. <br />Dermal Contact with surface water runoff and roadway <br />particles. <br />Food Chain exposure by plants, animals, and fish within a <br />very short distance of the roadway.
