This includes Mound, Spring Park, <br />Tonka Bay, Orono, Maple Plain and eastern Minnetrista. See <br />enclosed map. <br />PROJECT APPROACH <br />The end product of the Community Housing Plan will be a document, <br />which discusses housing needs and resources and proposes policies <br />and/or programs to bridge the gaps between housing needs and <br />resources. The Housing Plan document would act as a realistic, <br />helpful guide for area cities and organizations in their efforts to <br />provide and encourage affordable housing. <br />The approach to the planning process of the Community Housing Plan <br />would generally include: <br />1 . <br />4. • <br />3. <br />4 . <br />6. <br />▼ <br />t . <br />8. <br />Identification of major issues and final product <br />Research and preparation of issu' " jiapers <br />Review of issue papers by cities' staff and other in\olvod <br />agencies <br />Revisions of issue papers <br />Distribution of issue papers for public review and coriiment <br />(possibly through a series of public forums) <br />Synthesis of issue pa*'ers, including outside input, into <br />draft plan <br />Cities and public review of draft plan <br />Final plan <br />The issue papers may encompass several related sub-issues. The <br />purpose of the papers is to describe and analyze existing and <br />potential issues; develop a phi1osophy/vision for approaching the <br />issues; and suggest actions to address the issues. <br />The research stage will involve soliciting input from "experts and <br />special interest groups. It is possible that a series of the Task <br />Force meetings will be devoted to focused discussions on major <br />issue areas. Key informants will be invited to formally <br />participate in these meetings. <br />PROJECT TIMELINE AND WORK PLAN -See attached chart
