Mlnr^esota 5532.V0066 <br />INSPECTION PROGRAM <br />Enclosed is your 1992 septic system inspection program fee <br />statement. The annual program fee has t sen set at $50.00 and <br />continues to include the cost of periodic inspections as well as <br />general administration of this program. The fee is charged on an <br />annual basis to each rural landowner using an on-site system. <br />Payment is due 45 days from the billing date to avoid the late <br />payment fee of $10.00. Note that the late payment pena 1 ty fi^ <br />$10.00 plus 8% interest if unpaid charges are certified against <br />the 1993 taxes. <br />The annual service fee has been increased this year to meet <br />the comprehensive goals of the program. The septic inspection <br />program provides homeowners with information on the proper use <br />and maintenance of sewage treatment systems with the goal of <br />identifying potential problems or system failures before health <br />or pollution hazards result. Last year alone our full-time <br />inspector noted 56 failing systems and 11 nearly failing systems <br />after inspecting 600 (approximately one-half) of the septic <br />systems in Orono. <br />To maintain and preserve our natural resources now and in <br />the future, we must assure that septic systems are maintained <br />properly and failing systems are repaired promptly. Widespread <br />septic problems can lead to costly City sewer projects and the <br />degradation of the v;onderful rural environment we enjoy. Septic <br />systems will serve Orono for many generations to come if managed <br />wisely. <br />The inspection program includes system inspections/ <br />homeowner education, requirements for repair and maintenance as <br />well as record keeping. All septic systems in Orono are <br />inspected a minimum of once every two years at which time <br />maintenance or repairs may be requested. The City maintains <br />complete records of septic system repairs, maintenance, and <br />design information which is currently being compiled in a <br />computer database fcr easier access and better regulation of <br />failing systems. <br />The back of this sheet contains information about the <br />function and maintenance of septic systems. Building and Zoning <br />Department Staff are always willing and able to assist you with <br />any questions you may have regarding septic systems.
