Minutes <br />City Council Regular Meeting <br />Monday,February 26, 2024, 6:00 PM <br />City Council Chambers 2780 Kelley Parkway, Orono, MN 55356 <br />Page 2 of 3 <br />The City Council is requested to review the Staff report, receive a presentation,and discuss and provide <br />informal feedback on a concept plan. <br />The Council discussed the item and asked questions of staff and the applicants, Curt Fretham and Kelsey <br />Thompson of West Lake Development. <br />Council members discussed density, staging, remediation of the contaminated soil, and width of streets to <br />accommodate street parking for guests. They said in general it is a good-looking plan. <br />Veach left the meeting at 7:15 p.m. <br />10.Letter to State Representatives Regarding Proposed Legislation <br />The City Council is requested to review the Staff report, receive a presentation,and discuss and authorize <br />sending the letter using language recommended by the League of Minnesota Cities opposing proposed <br />legislation regarding land use and public input processes. The two bills are HF 4009/SF3964 and <br />HF4010/SF3980. <br />The Council discussed the item and asked questions of staff. <br />Crosby moved, Johnson seconded, to send the letter as drafted to the legislature. VOTE: Ayes 4, <br />Nays 0. <br />Community Development Director said several planning applications had been received and the process <br />of updating the City Code has begun. Road restrictions went on that day which is earlier than normal. <br />CITY ATTORNEY REPORT <br />City Attorney Mattick said he had nothing to report. <br />CITY ADMINISTRATOR/ENGINEER REPORT <br />11.Approve Next Work Session Draft Agenda <br />The City Council is requested to review the Staff report, receive a presentation, and discuss and approve <br />the resolution adopting the next Work Session Draft Agenda. <br />The Council discussed the item and asked questions of staff. <br />Johnson moved, Crosby seconded, to approve the next Work Session Draft agenda with the <br />addition of a pair of topics requested by Council Members.VOTE: Ayes 4, Nays 0. <br />12.City of Orono Annual Report <br />The City Council is requested to review the staff report, receive a presentation on the Annual Report and <br />discuss and adopt the report. <br />6
