MINUTBS OP THE REGULAR ORONO COUNCIL MEETING <br />HELD JANUARY 13, 1992 <br />CONSIDERATION OP TEMPORARY CLOSURE OP SPATES AVE AT BROWN RD S - <br />COKT. <br />Cr^ar indicated that his original proposal was for speed bumps, <br />which the City did not agree with. Crear also pointed out that <br />the railroad crossing is unmarked, which is a dangerous situation <br />for all that traffic. He cited that the Council had denied <br />development of a short cut through the recent subdivision by Long <br />Lake because of concern for additional traffic. <br />Linda Printup, 1261 Briar Street, asked if the roadway were to be <br />closed, could County Road 51 handle the additional traffic. She <br />also asked if Spates Avenue would be closed to pedestrian <br />traffic. <br />Qerhardson suggested that an opening for pedestrians would be <br />Maintained through the berming. He noted that initially, <br />barricades would be placed until such time that material could be <br />placed at both sides of the crossing. <br />Crear explained that the first recommendation by staff was to <br />dead~end both Spates Avenue and Railroad Avenue, which would <br />solve more of the problem. <br />Printup noted that Briar Street is also used as a shortcut which <br />has a lot of traffic, but they are not reque.sting closure of the <br />roadway. <br />Ken Carlson, 3498 North Shore Drive, commented that if both roads <br />timre to be closed, it could create a potential hazard making it <br />difficult for emergency vehicles to get to properties on Spates <br />Avenue. <br />Butler asked Sullivan to comment on additional response time if <br />the road was to be barricaded. <br />Sullivan noted that if the County Roads were backed up and both <br />Spates Avenue and Railroad Avenue were closed, it could create a <br />substantial hazard. <br />Mayor Peterson asked staff to define "temporary closure"
