Victoria subscribers had been given <br />one day credit due to intermittent outages in that area, another <br />subscriber had asked about upgrading the system to allow for <br />stereo and Nazarow explained that could not be done until the <br />second phase of the fiber optic system had been completed. <br />Nazarow reported that Triax technicians, as well as an out <br />side engineer had spent a great deal of time trying to find the <br />source of the problems on Channel 6. Ho explained that the sig <br />nal or'.ginates in Brooklyn Park and goes through more amplifiers <br />than any other channel. For this reason it .uS possible that the <br />problem might not be in Triax's system. He stated Triax will <br />continue to monitor Channel 6 and try to determine the source of <br />the problem, but that it has become a lower priority. Olds <br />stated the Commission is not willing to give up on proper recep <br />tion# and that Triax should continue to work on the problem <br />until alternative transmission systems become available. <br />Nazarow agreed that Triax was committed to researching alterna <br />tive transmission methods. <br />IV. UNFINISHED BUSINESS <br />a) Presentations Regarding 1991 Budget <br />Wllczek explained that some of the cities which had rejected <br />the 1992 proposed budget had asked for clarification from a com <br />mission member. Most of the questions had been regarding the <br />proposed salary increases and the conferences and professional <br />organizations. <br />Wllczek reported that he had informed the Tonka Bay city <br />council about the activities of the Commission, explaining the <br />budget and budgeting process. Olds stated that Spring Park had <br />been pleased a commissioner had come to explain the process. <br />•b) Metro Cable Netword Channel 6 Signal Problem <br />This item had been addressed during the Triax report <br />c) Joint Powers/Bylaws Review: Counsel Recommendations <br />Commissioners were directed to the attachment outlining the <br />proposed revisions as recommended by legal counsel. Olds ex <br />plained that they are housekeeping changes to reflect policy <br />changes that had already been enacted. Schmeio asked about the <br />check stamp procedure. Olds explained that with two signatures <br />required on checks^ it had become extremely difficult for the <br />administrator to obtain the necessary signatures and that a <br />stamping procedure had been initiated several months previou.s.
