He indicated that two new rip rap matters <br />had come to the attention of the Committee, and that prooress was <br />being made in resolving a number of older matters. <br />Mr. Love then reguested Mr. Jones to circulate a memorandum <br />outlining the settlement terms of the Libbs Lake litigation, a <br />copy of which is attacned to these minutes. Mr. Love indicated <br />that settlement had occurred the day that the parties were <br />scheduled to present their cases to the Board of Water and Soil <br />Resources. He further indicated that the terms of the settlement <br />would result in the restoration of the floodplain to its <br />predredgino contours, would result f i the restoration of the <br />storage capacity in the floodplain, and would result in the <br />payment of several thousand dollars o. Rule J fees to the District. <br />Ft nance Coiittee <br />Manager Lindley presented the Treasurer’s report. He <br />indicated that the watershed is experiencing a decline in the <br />balance of certain funds. Discussion ensued concerning when <br />property tax revenues would be paid to the Watershed District. <br />The Managers reviewed the Treasurer’s report, as well as the <br />outstanding invoices to be paid. It was moved by Manager Lindley, <br />seconded by Manager Erickson, that the Board authorize payment of <br />all invoices as s^t forth in Treasurer's report. Upon vote, the <br />motion carried unanimously. <br />PImkh PrnoratMK rnmit-free <br />President Spensley stated that a public hearing on the <br />Control Structure Management Plan had been held prior to the <br />regular schedule meeting of the Watershed District this evening. <br />President Spensley indicated that the Plans and Programs Committee <br />w'^uld sunnarize the comments from the public hearing when the <br />Control Structure Management Plan comes before the Doard of <br />Managers for their review. <br />President Spensley further stated that the Plans and Programs <br />Commitcee had met with the City of Wayzata concerning the Gleason <br />Creek project and the possibility nf participation by the District <br />in the project since the project could assist the District in <br />achieving its water quality goals as set forth in the 509 Plan. <br />President Spensley indicated that the Committee would continue to <br />review this matter. <br />BMfS -9-
