demorstrate ^hat greater dimensions provide the "minimal impact <br />solution to a specific need. <br />Staff indicated that the channel appears to serve one large <br />parcel of property currently owned by Carlson Real Estate <br />Company. Staff noted that the proposal calls for the channel to <br />be dredged to a bottom width and depth which would be in excess of <br />District standards. Staff further noted that no information has <br />been provided as to why the proposed dredging is consistent with <br />the "minimal impact* solution as required by Board rules. This <br />provision requires the Board to examine alternatives to dredging <br />where possible and to examine dredging solutions which minimize <br />the disruption to the lake bed. As such, staff recommended <br />tabling the application pending receipt of the information in <br />question. <br />Rick Sather appeared on behalf of the applicant. Manager <br />Love questioned why the dredging was being proposed. Manager <br />Maple asked whether any current development plans are underway. <br />Nr. Sather responded that there are no current development plans. <br />The channel has been filled with silt to a substantial degree, <br />which impacts the usefulness of the channel. Manager Miller <br />questioned whether dredging the channel was necessary at all in <br />light of the minimum impact standard. President Spensley noted <br />that other riparian access exist to the property. Manager Lindley <br />noted that there are only four slips currently available, and that <br />there is no need to dredge in order to gain access to the slips. <br />Since riparian access exists, there would appear to be no reason <br />to undertake the dredging, unless the dredging is for the benefit <br />of a future subdivision. Manager Lindley indicated that since <br />that issue is not before the Board of Managers, it would be <br />premature to make any decisions based upon speculation about such <br />development. <br />Mr. Sather indicated that the channel is usable, but that <br />when boats go through the channel, it creates substantial <br />turbulence, due to the amount of silt in the channel. As such, <br />Carlson Real Estate is only seeking to maintain the existing <br />channel, and in order to maintain public water. Manager Lindley <br />sioved to table the application based upon recommendation of <br />staff. The flBOtion was seconded by Manager Love. Upon vote, the <br />motion carried unanimously. <br />Nanagei Miller moved reconsideration. Manager Thomas <br />seconded thi.. motion. Upon vote, the motion to reconsider was <br />approved unaniiaously. Manager Lovw stated that many of the issues <br />associated with the permit, such as channel depth and width, are <br />impossible to debate without more information concerning any <br />proposed development.
