Jatiuary ii, 1992 <br />Norwest Bank Building, Wayzata, Community <br />Room <br />Members Present: Bert Foster, Deephaven; James Grathwol, <br />Chair, Excelsior; David Cocliran, Greenwood; Robert Pillsbury. <br />Minnetonka; Thomas Reese, houtid; JoEllen Hurr, Grono; Robert <br />Rascop, Shorewood; Tom Penn, Tonka Bay; Robert Slocum, Woodland. <br />Also present: Rachel Thibault, Administrative Technician; Eugene <br />Strommen, Executive Director. <br />ENVIRONME .T <br />1. Eurasian Water Milfoil (EWM) Task Force. Chair Reese <br />A. Report of 12/20/91 Task Force Meeting. <br />Reese submitted the minutes o* the 12/20/91 EWM Task Force <br />meeting. He said they indicate some changes in the program, <br />noting the following: <br />1) The Corps of Engineers has received notice from Washing <br />ton, O. C- it has denied funding the MN DNR Draft Reconnaissance <br />Report because of its recreational need rather than navigation or <br />reservoir purposes, the CoE’s major priorities. <br />2) The Freshwater Foundation fias not been successful in <br />raising the two-for-one funds to match a $100,000 Legislative <br />Commission on Minnesota Resources grant. The Foundation withdrew <br />from the research program with ttie understanding the funds will <br />be made available to the University of Minnesota. The f oundation <br />plans to emphasize its educational role on exotics. <br />B. A Legislative Bill on Access Controls for Exotic Plant <br />and Animal Containment is being prepared by MN Lake Management <br />Federation (MLMF) and MN Shoreland Owners (MSO). <br />The executive director reported the focus is on contain <br />ment. The larger northern Minnesota lakeshore organizations are <br />anxious to keep EWM out of their lakes. The CNR found EWM on <br />boats during their random road side checks. The thrust of the <br />bill is to charge the DNR with doing a study on how EWM and Zebra <br />Mussel can be contained and to come up with a funding program for <br />implementation in 1993. <br />Peese and the executive director have met with the MN Sports <br />Fishing Congress and Fishermen Advocating Intelligent Regulation <br />bo hear their concerns about programs that deny access or burden <br />boats using public accesses with fees at the accesses. <br />The bill will be publically announced in mid-February.^ The <br />LMCO may have an opportunity to look at it before it is intro <br />duced. <br />C. Proposed Bill Authorix ng M«»nnepin County Expenditures. <br />A bill is being proposed to the legislature by Senator Judy <br />Traub which would authorize the Hennepin County Board to expend <br />public funds in the control of EWM and otlier lake improvement <br />programs within the county. <br />fe..
