G. Subdivision Applications. No su. division, lot <br />division or replatting for the purpose of creating a new building <br />site# which property includes the use of on-site systems, shall be <br />approved by the City until a site evaluation report and system <br />design when required has been reviewed and approved, and all <br />existing '’ystems have been inspected and certified 'y the City as <br />being in compliance this Section. <br />1. Each new lot which is not •ir*:.--r <br />subdividable under the lot areo standards of the zoning co • . <br />have tested and approved primary and alternate draintield si* <br />2. Each new lot containing less than ^ acres <br />in dry buildable area shall have t<^sted and approved primary and <br />alternative drainfield sites. <br />3. For all lots containing less than 5 acres <br />of dry buildable area, the site evaulation report shall also <br />include detailed system design specifications as normally required <br />for building permit applications. <br />4. For each proposed lot, drainfield site." and <br />system designs iihall be capable of serving a 5-bedroom home (750 <br />GDP Design Flow Rate'. <br />5. As part of any subdivision, the owner shall <br />giunt to the City in a form approved by the City a perpetual right <br />of entry to allow for the future inspection of all systems, which <br />right of entry may be filed in the chain of title for the property. <br />Subd. 5. System Design and Construction. All system <br />permit applications, site locations, design specifications, <br />construction methods and material specifications shall be according <br />to the .Min'mum standards and criteria listed in MPCA Regulations <br />Cnapter 7080.0110 - 7080.0210, with the following additional <br />minimv standards: <br />A. Site Evaluation. The proposed site of every new <br />system or altered or expanded existing system shall be investigated <br />by a qualified site evaluator who shall prepare and submit a report <br />to the City therein identifying relative site elevations and <br />locations on a plot plan; water table depth, soils and soil <br />cha-racceristics; tabulating the results of required soil borings <br />and percolation tests; describing the testing methods and equipment <br />used; and generally ev**''uating the suitability of the site for <br />system construction and ae as stated in MPCA Regulations Chapter <br />7080. Site evaluation shall be prepared and signed by a MPCA <br />certified site evaluator, including the site evaluator's <br />certification number. The site evaluator must also be licensed to <br />operate in the City of Orono. <br />following: <br />The site evaluation report shall include the <br />1. Soil Borings.
