Rural Area Density <br />The Metropolitan Council requires that local governments <br />allowing densities in excess of 4 units per 40 acres shall <br />incorporate MPCA Regulations Chapter 7080, keep permit records, <br />license contractors, require correction of existing system <br />problems, provide trained personnel, and incorporate post- <br />installation inspection and maintenance as part of their on-site <br />system management controls. Orono's current on-site system <br />management program, initiated in 1978, contains each of these <br />elements, and therefore is consistent with Metropolitan Council <br />requirements for management of individual on-site sewage treat­ <br />ment and disposal systems. <br />B. Private Wastewater Treatment Plants <br />The City of Orono currently has no private wastewater <br />treatment plants which discharge to surface waters. Consistent <br />with Metropolitan Council guidelines, under no circumstances will <br />such private wastewater treatment plants be allowed in the City <br />of Orono. Any changes in this position are acknowledged to <br />require a future Comprehensive Plan Amendment. <br />P. MUSA Line Revisions <br />The MUSA line revisions proposed with this amendment merely <br />update the boundaries to include existing sewered development, or <br />provide for minimal increases in expected wastewater flows. The <br />addition of these areas to the Urban Service Area does not <br />require any changes in Metropolitan Systems, and therefore is <br />consistent with Metropolitan Council policies. <br />urns
