MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD JANUARY 13, 1992 <br />SANDY BEACH SWIMMING DOCK INSTALLATION - CONT. <br />jabbour stated these comments should have been brought to the <br />Park Commission. <br />It was moved by Butler, seconded by Jabbour, to 'adopt the Park <br />Commission's recommendation, eliminating the dock at Sandy Beach <br />Swim Area permanently. Ayes 3, nays 1. Mayor Peterson voted <br />nay. <br />(#7A) PRESENTATION BY DNR AND LMCD REGARDING DNR PROPOSAL FOR <br />PUBLIC ACCESS ON MAXWELL BAY <br />Ctordon Kimball, Regional Trails and Waterways Supervisor for the <br />DNR, was present. <br />Kimball explained that based upon comments regarding the <br />proposal, the DNR has developed an alternative to the proposal. <br />He noted some of the comments included: the area would be a <br />small access, haphazardly placed; traffic concerns on County Road <br />51; lake use - Maxwell Bay; and land use issues and the intent of <br />the shoreland regulation standards. <br />Kimball noted the current proposal calls for the following: 1. <br />proceed with the purchase of the property; 2. Cooperative effort <br />undertaken to address the land use issues. The DNR agrees to <br />postpone development of the access until the feasibility of <br />purchasing Gayle's Marina property and the property located <br />between Gayle's and the property under option is evaluated and <br />acted upon. If determined feasible, the DNR, LMCD and the City <br />of Orono would join into an effort to obtain funding support for <br />the proposal. 3. A task force consisting of representatives of <br />all affected communities, the DNR, the LMCD, the LMLOA and other <br />interested citizens be formed to implement the Lake Minnetonka <br />access siting process as called for in the LMCD plan. <br />Kimball pointed out the benefits of the proposal as follows: 1. <br />joint effort; 2. allows a way to address all major issues; 3. <br />may result in a high quality to serve several public purposes.
