Purpose: <br />The City of Orono is proposing ordinance updates consisting of housekeeping edits, language <br />updates, and clarification of existing City Code involving multiple chapters. <br />2. Background: <br />Recodification is a process that includes a thorough and full legal review of the City's municipal <br />code to ensure that all provisions are comprehensive, lawful, and enforceable. It is recommended <br />that a legal review of the municipal code be conducted every 10-15 years to address the needs of <br />the City's stakeholders. The City Code was last republished in 2003. <br />Any amendment to the zoning chapter of the City Code (Chapter 78) requires a pubic hearing. The <br />Planning Commission is asked to review Phase 1 of the recodification project. Commissioners are <br />asked to review and hold a public hearing regarding the proposed ordinance changes. <br />3. Public Comment: <br />Staff received one public comment regarding the recodification project. The comments are related <br />to the definition section within Chapter 18 Streets, Parks, and Other Public Property. This chapter <br />is outside the scope of the Planning Commission's review and will be reviewed by the City <br />Council. <br />4. Staff Recommendation: <br />Planning Staff recommends approval of the amendments as drafted. <br />5. Planning Commission Action Requested: <br />Hold a public hearing and motion to recommend approval of the proposed text amendments. <br />Exhibits <br />Exhibit A.
