Because the city facilities project i.s an HRA project, <br />which is to be leased to the city, the HRA needs to officially <br />ratify the actions taken by the City Council concerning the <br />facilities project. The City Attorney has advised that the HRA can <br />ratify the actions of the Council based on a description of each <br />action and a reference to the date of the Council meeting at which <br />each action was taken.
