Of specific concern are bills such as SF449 which is <br />proposed to greatly increase the authority of the Metropolitan <br />Council vis-a-vis local planning and zoning authority. Although <br />the most objectionable provisions of SF449 have now been removed, <br />the City still feels it important that you are keenly aware of our <br />opposition to this type of legislation. <br />Orono's long history of experience in dealing with other <br />governmental agencies on issues suc'h as land use and environmental <br />concerns is that they tend toward the lowest common denominator, <br />resulting in regulations which neither provide the optimum solution <br />nor match specific local conditions and needs. These regulations <br />are then inflexibly enforced without regard to local efforts and <br />solutions which may be doing a better job of addressing the issues. <br />The City requests that you use your best efforts to preserve <br />local authority in the face of proposed legislation that would <br />increase the authority of State or Regional agencies at the expense <br />of local governments.
