7) Be responsible for recommending to the City Council through the City <br />Administrator changes in codes ordinances and internal organizations <br />which will improve the operations of their sections. <br />Be responsible for submitting an annual bud eg t request to the City <br />Administrator which will include proposed additions or deletions in staff, <br />adjustments in salary schedules and additions to plant and equipment. <br />Have responsibility for keepin tg he City Administration advised as to the <br />programs and policies of other governmental agencies which might affect <br />the City's operations within their area of responsibility. <br />Have authority to hire subject to the approval of the City Council and <br />established Civil Service rules all part-time and temporary employees for <br />their sections and departments. <br />SECTION 15. Orono City Code Title I, Chapter 2, Article IV, Section 2-138 is amended <br />by adding the underlined language and deleting the stfiket4augh language as follows: <br />Sec. 2-138. Legal department. <br />� A legal department is hereby established. <br />The council shall appoint a city attorney, who shall behead of the legal <br />department, together with such assistants as may be necessary who shall <br />serve at the pleasure of the council. The city attorney shall perform such <br />duties as are required of him by law or referred to him by the council. He <br />shall cooperate with, but not be subject to, direction from the city <br />administrator. Duties include: <br />Appearing_for the city in all cases or hearings in which it is a party; <br />Advising the Council its committees, or any City officer on all <br />legal questions arisincmD <br />in the conduct of the City's business; <br />Preparing or revising ordinances when so requested by the <br />Council its committees, or by the City Administrator; <br />Performing such additional legal duties as may be necessar�trpon <br />request; <br />It shall be the official duty of the city attorney to act as revisor of <br />ordinances. <br />The council shall appoint a city prosecuting attorney, who shall be <br />responsible for prosecuting ll penal offenses committed within the City. <br />ORD 286 11 <br />
