Chapter 78, Sec- <br />tion 1, Definitions shall be amend- <br />ed by removing the strikethrough <br />text and adding the underlined text: <br />Retaining wall means awall-er- <br />sirnilarstructure designed and-een- <br />strueted to hold back and prevent <br />lateral movement of earth or other <br />landscaping materials. Two or more <br />abutting boulders. 24 inches in di- <br />ameter or greater, placed to hold <br />back the earth are considered to be <br />a retaining wall. Landscape edglnc. <br />less than 6 inches tall. is not con- <br />sidered aretaining wall. <br />SECTION 2. Chapter 78, Sec- <br />tion 586. The <br />wall must be: <br />1. Designed to correct an estab- <br />lishederosion nroblem: and <br />2. Suitable given the demon- <br />strated need: and <br />3. Designed by a registered en- <br />gineer or landscape architect. de- <br />pending on project scope: and <br />4. Designed to be the minimum <br />size necessary to control the ero- <br />sion problem. <br />SECTION 4.
